What EAC Certification China Machinery Imports Actually Means — and the 4 Types
Most buyers think “EAC” is one document. It isn’t. EAC (Eurasian Conformity) is a family of four conformity-assessment outputs under the Eurasian Economic Union (EAEU) regime, and choosing the wrong type — or accepting whichever type the supplier offers — is the single most common origin of customs problems for EAC certification china machinery shipments.
Декларация о соответствии (Declaration of Conformity). A statement issued by the manufacturer or its authorized representative declaring the product complies with the relevant TR. Self-declared but registered through an accredited body in an EAEU country. Valid 1, 3, or 5 years. Used for medium-risk machinery. Lower cost (USD 600-1,800), faster issuance (10-25 days), but legally exposes the applicant to product-liability claims directly.
Сертификат соответствия (Certificate of Conformity). A certificate issued by an accredited certification body following independent testing in a Rosakkreditatsiya-listed laboratory. The accredited body takes the conformity-attestation role, not the applicant. Valid 1, 3, or 5 years. Used for higher-risk machinery (excavators, cranes, pressure vessels, high-voltage equipment). Higher cost (USD 1,800-8,500), slower (35-70 days), but stronger legal standing at customs and in product-liability disputes.
Свидетельство о государственной регистрации (SGR / State Registration Certificate). A specific subset of registration required for products on the controlled list — disinfectants, food-contact equipment, baby products, certain cosmetics. Most industrial machinery does not need this. Lifetime validity. USD 1,200-4,000.
Отказное письмо (Refusal Letter / Statement of Non-Applicability). Not technically an EAC certificate but functionally critical. A letter from an accredited body confirming a product does NOT fall under any of the technical regulations, therefore needs no EAC. Issued in 5-10 days for USD 200-450. Spare parts, certain raw materials, and some specialty industrial inputs use this.
The buyer’s job at quotation stage: confirm in writing which type the supplier is providing, and whether it covers the specific TR(s) applicable to the machinery. A “we have EAC” answer without document type and TR reference is not an answer.

The 4 Main TR EAEU Technical Regulations Every Machinery Buyer Needs to Recognize
A certificate without a corresponding TR reference is a piece of paper. The TR (Технический Регламент) is the technical regulation against which conformity is assessed. For machinery imported from China to the EAEU, four TRs cover roughly 95% of cases, and the buyer must verify which apply to his specific equipment before the supplier issues anything.
TR CU 010/2011 — Machinery and Equipment Safety
The headline regulation for industrial machinery: excavators, wheel loaders, cranes, forklifts, drilling rigs, agricultural tractors, machine tools, woodworking equipment, food-processing lines. Covers mechanical safety, ergonomics, noise, vibration, operator-protection structures (ROPS/FOPS for earthmoving equipment), guards on rotating parts, emergency stops, lockout/tagout interfaces. Test report must come from an accredited lab. Most Chinese machinery sold into the EAEU is certified primarily under TR CU 010/2011. Cost band: USD 1,800-6,500 for declaration; USD 3,500-8,500 for full certificate. Buyer-side verification: certificate must explicitly reference TR CU 010/2011 in the “scope” line — not just “machinery safety.”
TR CU 020/2011 — Electromagnetic Compatibility (EMC)
Applies to anything with significant electrical/electronic components: VFD-driven machinery, CNC equipment, generator sets, automation panels, welding equipment, telecom gear. Covers emission and immunity to electromagnetic interference. Often issued as a parallel certificate alongside TR CU 010/2011 for machines that have both mechanical and electronic systems. Cost: USD 800-2,500 for declaration; USD 2,000-4,500 for certificate. Buyer trap: a CNC milling machine certified only under TR CU 010/2011 (machinery safety) without TR CU 020/2011 (EMC) will sometimes pass customs and then fail a post-import inspection — particularly in Russia where EMC enforcement is the strictest.
TR CU 004/2011 — Low-Voltage Equipment Safety
Applies to electrical equipment operating at 50-1000V AC or 75-1500V DC. Control panels, electrical cabinets, switchgear, low-voltage motors, some lighting equipment, household-style appliances used in industrial settings. Covers electrical insulation, grounding, protection against electrical shock, fire-resistance of enclosures. Cost: USD 700-2,200 for declaration; USD 1,800-4,000 for certificate. Often bundled with TR CU 020/2011 for electrical/electronic products. Buyer trap: imported electrical control panels frequently have TR CU 004/2011 covering the panel as a whole but missing certificates on individual high-current contactors and circuit breakers — Russian customs increasingly asks for component-level documentation on high-value panels.
TR EAEU 032/2013 — Pressure Equipment Safety
Applies to pressure vessels, compressed-air receivers, autoclaves, certain heat exchangers, refrigeration systems with refrigerant pressure above 0.5 bar. Replaced the older TR CU 032 in 2013. There are three patterns, and the supplier almost always pushes the cheapest one for himself, not the safest one for the buyer.
Pattern 1 — Supplier as applicant via authorized representative. The Chinese factory contracts an EAEU-registered authorized representative (often a Russian-registered shell company or specialized service firm) and pays for the EAC certificate naming itself as applicant. Pros for the buyer: zero direct involvement, lowest hassle. Cons: certificates frequently disappear when the supplier-rep relationship ends, leaving the buyer with EAC documents that no one will defend at customs if questioned. We have seen 4-6 of these annually. Cost split: supplier pays USD 4,000-8,000 inside his price; buyer sees nothing of it.
Pattern 2 — Buyer (importer) as applicant. The EAEU-based importer is named as applicant on the certificate. Buyer pays the EAC cost directly (USD 4,000-8,500 typically). Pros: certificate stays with the buyer regardless of which factory supplies. Buyer can use the same certificate for multiple shipments from the same manufacturer over the certificate validity period (usually 3 years). Cons: more upfront work, buyer takes regulatory liability. Strong recommendation for buyers placing repeat orders or for high-value single shipments.
Pattern 3 — Independent applicant via certification agent. A third-party EAEU-registered certification agent acts as applicant, separate from both supplier and buyer. The agent’s name appears on the certificate. Pros: cheapest path, USD 2,000-5,000 typical. Cons: weakest protection if customs questions the certificate. Common for one-off imports of low-risk machinery. Not recommended for excavators, cranes, pressure equipment, or any high-value shipment.
The buyer’s tactical decision: for a single shipment under USD 100,000 of medium-risk machinery, Pattern 1 is acceptable if the supplier provides verifiable documentation (genuine accredited body, traceable applicant, certificate verified on Rosakkreditatsiya). For repeat purchases or shipments above USD 100,000, Pattern 2 (buyer-as-applicant) is the only sound choice. Pattern 3 should be limited to truly low-risk items where the savings justify the documentation weakness.
EAC Pricing in 2024-2025 — What Suppliers Actually Charge
Suppliers fold EAC cost into machine prices in ways that are deliberately opaque. Knowing the real market lets the buyer recognize when he’s being overcharged and when the certificate is suspiciously cheap (usually fake or a stripped-down variant).
For a single excavator (TR CU 010/2011 + TR CU 020/2011), genuine 3-year certificate pricing in 2024-2025: USD 4,500-7,500 if the buyer is the applicant; USD 3,500-5,500 if the supplier handles it. Anything below USD 2,500 for this combination is either a 1-year declaration or a fake.
For a generator set (TR CU 010/2011 + TR CU 020/2011 + TR CU 004/2011), genuine pricing: USD 6,000-9,500 for full 3-year package. The 3-certificate stack on diesel gensets is a common gap area where one of the three is missing.
For HVAC / industrial compressors (TR CU 010/2011 + TR EAEU 032/2013): USD 5,500-8,500. Pressure-system certification is the highest-cost element. For control panels and switchgear (TR CU 020/2011 + TR CU 004/2011): USD 3,000-5,500.
When the supplier’s quoted EAC cost looks near “free” or under 1% of machine value on a high-risk product, three things are likely: (a) the certificate is from a genuine but irrelevant TR (only EMC, not machinery safety), (b) the certificate is a 1-year declaration not a 3-year certificate, (c) the certificate is fake.
The 5 Major EAEU Customs Ports — Same Certificate, Different Reality
The EAC certification china machinery system is supposed to be uniform across the EAEU. In practice, customs enforcement varies sharply by port, and a certificate that sails through Brest can get held for 45 days at Khorgos. Brest (Belarus) — Strictest on language and stamp authenticity
The main western EAEU gateway. Brest customs is methodical on document authenticity. Flag triggers: any certificate not in original Russian-language version with original wet stamps gets held for verification (12-30 days); photocopies or PDF prints without notarized original are routinely rejected; cross-referenced against Госстандарт РБ Belarus registry as well as Rosakkreditatsiya. Ship the original physical certificate with the consignment.
Vyborg / St. Petersburg (Russia) — Strictest on EMC and TR EAEU 010
The main Russian western entry for machinery. Russian customs enforcement of TR CU 020/2011 (EMC) is the most aggressive in the EAEU; machines lacking EMC certification when the equipment has electronic systems get held even when machinery-safety TR CU 010/2011 is in order. Flag triggers: missing TR CU 020/2011; serial numbers on machine plates not matching certificate appendix; Chinese-language test reports without Russian translation. Hold time when flagged: 20-60 days.
Verkhniy Lars (Russia/Georgia border) — Bypass route with quirks
Alternative route from China via Iran/Caucasus into Russia. More permissive on minor documentation issues than Vyborg or Khorgos but stricter on origin verification (Iran/Caucasus routing raises sanctions-related scrutiny). Flag triggers: anything that looks like sanctioned-origin product; missing or incomplete TR CU certificates trigger longer holds. Hold times: 30-90 days. Use only with experienced brokers familiar with Lars procedures.
Kazbegi (Georgia/Russia border) — Smallest port, longest detentions when issues arise
Very small inspection capacity. When issues are flagged, cargo waits longer because the inspection backlog is constant. Hold times: 40-100 days. Not recommended for time-sensitive shipments.

How to Verify an EAC Certificate Isn’t Fake
The fake EAC market is large and getting larger. Industry sources suggest 12-18% of EAC certificates accompanying low-end Chinese machinery imports in 2024 were either forged, recycled from unrelated products, or issued by accreditation bodies that have since been delisted. Verification takes 5-15 minutes per certificate and is non-negotiable.
Step 1: Check the certificate registry of the issuing country. For Russia, use the Rosakkreditatsiya online registry at fsa.gov.ru — search by certificate number. The certificate must appear with status “active” and details matching the document in hand. Belarus uses portal.gosstandart.gov.by. Kazakhstan uses NCA.kz. All registries are free and public. Any certificate whose number doesn’t appear, or appears with status “suspended” / “revoked” / “expired,” is not valid.
Step 2: Check the accreditation body itself. The EAEU maintains a unified registry at eaeu.org of all accreditation bodies recognized across the union. The body issuing the certificate must appear with active status. Several Russian bodies were delisted in 2022-2024 — certificates issued after delisting are not valid regardless of what they say.
Step 3: Cross-check the test laboratory. Each certificate references a specific testing laboratory. That lab must also be listed on Rosakkreditatsiya. If the lab name appears on the certificate but isn’t in the registry, the certificate is not genuine even if the certification body is.
Step 4: Verify the manufacturer name and product description match. Forged certificates frequently have correct registry entries but wrong product details — copied from a different manufacturer’s genuine certificate. Cross-check the manufacturer name, factory address, product description, and serial-number range against the actual goods.
Step 5: Check certificate validity dates. A 3-year certificate issued in 2022 is no longer valid in 2025 even if the registry entry shows “active” because of database lag. Always read the validity dates on the document itself.
A buyer in Karaganda discovered in November 2024 that the certificate accompanying a USD 96,000 shipment of CNC machine tools was issued by an accreditation body delisted by Rosakkreditatsiya 8 months prior. Customs held the shipment 41 days; replacement certificate cost USD 6,200 plus storage. The buyer recovered nothing from the supplier. Verification at order stage would have caught it. When You Don’t Need EAC — The 3 Exemption Categories
Not every product entering the EAEU needs an EAC certificate. Suppliers will often push EAC processes when not required, partly because they can charge for unnecessary certification, partly because they aren’t sure themselves. Three categories of EAC certification china machinery items are exempt or use alternative documents.
Spare parts under TR-specific exemption. Spare parts that are components of certified machinery — and that don’t function independently — generally don’t need their own EAC. Used equipment under specific declaration regime. Used machinery imports follow a different conformity-assessment pathway under EAEU rules. The buyer files a specific declaration confirming used status and intended use, and the EAC requirements differ. This article does not cover used-equipment EAC pathways — that route has its own complexity and is treated separately. New buyers planning used-equipment imports need a specialized broker familiar with the used-equipment regime.
Temporary imports for testing/exhibition. Equipment imported for less than 6 months for trade shows, customer testing, or short-term operational evaluation can use a temporary import declaration with EAC waiver. The duty must be paid as a refundable deposit and the equipment must leave the EAEU within the declared period. Useful for buyers who want to evaluate Chinese machinery before committing to a full purchase pathway.
6-Month vs 3-Year vs Lifetime Certification — Economics
Suppliers offer certificates at different validity periods, and the buyer’s choice depends on his order pattern. A 1-year declaration for a one-off shipment makes sense if you’re testing a new supplier; for repeat orders it ends up costing far more.
6-month / 1-year declaration. USD 600-2,000. Useful for: single shipment, low-risk machinery, or a buyer testing a new supplier with one machine before committing to volume. Limitation: each subsequent shipment from the same supplier on the same machine type needs new certification.
3-year certificate. Standard for serious machinery purchases. USD 3,500-8,500. Covers all shipments of the certified product type from the named manufacturer within the validity period. The right choice for buyers planning multiple imports from the same factory.
Lifetime SGR (state registration certificate). Only for products on the controlled list — disinfectants, food-contact equipment, baby products. Most industrial machinery does not qualify. USD 1,200-4,000.
The 3-year certificate is almost always the right buyer-side choice for machinery. The supplier may push the 1-year declaration because it’s cheaper for him; resist this for any product you intend to import more than once.
Country-Specific Quirks: 5 EAEU Members Are Not the Same

Russia (RF) — strictest. Enforces TR CU 020/2011 EMC most aggressively. Russian-language documentation is mandatory and originals required at customs. Kyrgyzstan (KG) — often re-checks at delivery. Border enforcement is moderate, but post-clearance verification at the buyer’s facility is more common than in other EAEU states. A shipment that clears at the border may face inspection 30-60 days after delivery. Keep certificate documentation accessible on-site.
Armenia (AM) — smallest auditor pool. Armenia has the fewest accredited bodies in the EAEU; certificates issued by Armenian bodies sometimes face additional scrutiny in Russia and Kazakhstan despite union-wide acceptance principle. For shipments to other EAEU states, don’t source the certificate through Armenian bodies.
What to Do If Your Supplier Doesn’t Have EAC — 3 Pathways
Many small Chinese machinery factories don’t have existing certificates, particularly on first export to the EAEU. The buyer has three pathways with different cost and time profiles.
Pathway 1 — Test in China at an EAEU-accredited Chinese lab. Several Chinese laboratories are accredited under EAEU recognition arrangements (TUV-Rheinland China, SGS China, certain mainland labs). Cost: USD 2,500-7,000. Time: 25-50 days. Pros: machine doesn’t move during testing. Cons: some EAEU customs (notably Russian) view China-based test reports with extra scrutiny.
Pathway 2 — Test in EAEU at a Russian/Kazakh lab. Ship a sample to a Rosakkreditatsiya-listed lab in Russia or NCA.kz-listed lab in Kazakhstan. Cost: USD 3,500-9,000 plus sample shipping. Time: 45-80 days. Most defensible at customs because the testing happened in-region.
Pathway 3 — Use an EAEU-registered certification agent as applicant. The agent handles testing arrangements through their own lab relationships. Cost: USD 2,000-5,000. Time: 20-45 days. Fastest and supplier-agnostic, but weakest legal protection if the certificate is later challenged.
For first-time imports of medium-value machinery, Pathway 1 is usually the right balance. For high-value machinery, Pathway 2 provides the best defensibility.

7 Most Common Khorgos Customs Rejections — In Order of Frequency
Based on direct experience with machinery shipments through Khorgos in 2023-2025, these are the rejection reasons in rough frequency order. Pre-checking against this list before container arrival reduces hold risk dramatically.
1. Applicant name on EAC doesn’t match importer of record on customs declaration. Roughly 30% of all EAC-related Khorgos holds. The certificate’s “applicant” field must exactly match the legal entity declaring the import. Even small variations (LLC vs. ООО vs. ТОО abbreviation) trigger holds.
2. Missing parallel TR certificate. Roughly 18%. Machine has TR CU 010/2011 but missing TR CU 020/2011 (EMC) when the machine has electronic systems. Missing TR EAEU 032/2013 on pressure equipment.
3. Certificate validity expired or close to expiration at clearance date. Roughly 14%. The certificate must be valid on the day of customs clearance, not just on shipment date. Shipments arriving close to expiration get extra scrutiny.
4. Serial number on machine plate doesn’t match certificate appendix. Roughly 10%. EAC certificates often include a production-batch range or serial-number list. The actual machine’s serial must fall within that range.
5. Original physical certificate missing — only PDF presented. Roughly 8%. While much customs documentation accepts PDFs, original physical EAC certificates with wet stamps are often required, particularly at Belarus and Kazakhstan crossings.
6. Russian-language test report missing or not in original. Roughly 7%. Supporting test reports must be in Russian (or have Russian translation) and ideally on the testing lab’s letterhead.
7. Accreditation body or test lab delisted between certificate issuance and import date. Roughly 5%. A certificate issued by a body that was subsequently delisted may or may not be valid; this needs case-by-case clarification with customs.
The Cost of Being Wrong — Real Numbers
Buyers under-budget for EAC failure because the success path is cheap. Failure costs an order of magnitude more.
Detention at Khorgos for paperwork mismatch: USD 80-200/day storage plus USD 60-150/day demurrage. A 47-day hold (the case opening this article): USD 6,500 storage + USD 4,800 demurrage + USD 8,000 administrative penalty + USD 6,200 emergency re-certification + USD 12,900 lost opportunity = USD 38,400. Multiplied across 8 cranes.
Forced re-export from Russia for missing TR CU 020/2011: USD 12,000-20,000 per machine all-in (rail round-trip + admin + 30-90 days lost).
Confiscation under fraudulent certificate scenarios: rare but not zero. Russian customs has confiscated machinery where the EAC certificate was determined to be fully forged. Total loss of cargo plus penalties.
Post-import inspection failures (KG and RU): USD 2,500-8,000 per machine for compliance retrofits, plus operational interruption.
Three Real Cases — Khorgos, Brest, Lars
Case 1 — Khorgos, April 2024: 8 cranes held 47 days. A Tashkent contractor imported 8 truck-mounted knuckle-boom cranes from a Jinan supplier. EAC certificate showed correct TR CU 010/2011 + TR CU 020/2011 reference. Applicant: a Russian shell company the supplier worked with. Importer of record on the customs declaration: the Tashkent contractor’s Uzbek LLC. Khorgos customs flagged the applicant-name mismatch on day 2. Case 2 — Brest, August 2024: USD 67,000 control panel shipment rejected. A Minsk industrial integrator imported electrical control cabinets from a Wenzhou supplier.
