EAC is not a single certificate. It is a family of declarations, conformity certificates and customs documents administered separately by Russia, Kazakhstan, Belarus, Armenia and Kyrgyzstan under the Eurasian Economic Union framework — five sovereign customs authorities sharing one rulebook but enforcing it through five different administrations, in five different languages, at five different paces.
For used mini excavators shipped from China, only a subset of those documents applies. Most first-time importers learn which subset the hard way: a container arrives at Almaty’s Altynkol terminal, sits nine weeks while the broker chases a missing engine conformity document, and the buyer pays demurrage on a machine that should have cleared in twenty-two days.
This article is the short version of what we wish every buyer reading it already knew. It covers the TR CU 010/2011 framework, the document package the Chinese seller has to provide, the document package the EAEU importer handles, where Kazakhstan and Russia diverge in practice, and a worked Qingdao-to-Almaty timeline and cost example for a typical 2.5-ton used mini excavator. Enough to ask the right questions of your broker before you commit to a container.
EAC is the entry door to a half-billion-person market — and far more forgiving than EU Stage V
The Eurasian Economic Union covers Russia, Kazakhstan, Belarus, Armenia and Kyrgyzstan — roughly 184 million people, a combined economy north of 2.5 trillion dollars at purchasing-power parity, and a single customs perimeter. A machine that clears EAC at any one of the five entry points can in principle move freely to the other four under the union’s customs code. In practice, transit between member states still triggers paperwork, but the underlying compliance status carries over.
For a buyer in Almaty or Moscow comparing the EAEU pathway to the European pathway, the comparison runs heavily in EAC’s favor on two points specifically relevant to used construction equipment.
The first is the engine emissions question. The EU enforces Regulation (EU) 2016/1628, establishing Stage V limits for non-road mobile machinery. Stage V requires diesel engines to carry an EU Type Approval Number physically stamped on the engine plate, in the format e1*2016/1628*… (where the trailing digits identify the issuing member-state authority). A used Yanmar VIO27-6 from the Japanese domestic market — physically identical to the European-market version — does not carry that approval number. German, Danish and northern European customs interpret this as a non-compliant machine and decline entry. The same machine clears Kazakh and Russian customs without issue, because TR CU 010/2011 does not require engine type approval at the engine-plate level for used construction equipment under the conditions used machinery typically meets.
The second is documentation flexibility. The EU Stage V regime is unforgiving — either the paper exists in the exact prescribed form or the machine does not enter. The EAC framework is structured more around customs valuation, safety and the absence of falsified documents than around a single specific approval number. A used machine with a complete documentation chain — original Japanese export auction sheet, Chinese export commercial invoice, technical specifications, and the appropriate TR CU declaration of conformity prepared on the import side — clears reliably across the EAEU under standard processing windows. The EAEU is not a softer market on safety; it audits documentation thoroughly, valuation tightly, and origin carefully. It is softer on the specific emissions-paperwork question that strangles used-machinery imports into the EU.

The TR CU 010/2011 framework — what actually governs your container
Customs Union Technical Regulation 010/2011 — written TR CU 010/2011 in formal EAEU documents, or ТР ТС 010/2011 in Cyrillic — is the union’s technical regulation “On the safety of machinery and equipment.” It applies to new and used machinery placed on the EAEU market, including excavators, loaders, bulldozers, mobile cranes and most non-road mobile machinery. Together with TR CU 020/2011 on electromagnetic compatibility, TR CU 010 forms the regulatory backbone for industrial equipment imports.
The regulation does several things at once. It defines safety requirements for machinery design — guards, controls, emergency stops, hydraulic safety. It defines the procedures for proving conformity — testing, technical files, declarations. It establishes which authorities can issue the resulting certificates and declarations. And it specifies the marking required on conforming machinery — the familiar EAC mark in capital letters, applied to the machine, the documentation, or both.
For used construction equipment specifically, the regulation has a structural feature worth understanding. New machines placed on the EAEU market generally require a Certificate of Conformity (sertifikat sootvetstviya, СС) — a stronger document issued by an accredited certification body that has tested and inspected the product line. Used machines typically clear under a Declaration of Conformity (deklaratsiya sootvetstviya, ДС) — a lighter-weight self-declaration prepared by the importer of record, supported by the imported machine’s documentation, registered through an accredited body, and entered into the EAEU’s unified register of declarations.
In practice this means that the heavy lifting on the certification document is done by the EAEU importer, not the Chinese exporter. The Chinese seller provides the technical inputs — engine specifications, chassis serial number, year of manufacture, hour meter reading, hydraulic system documentation, original Japanese auction sheet if available — and the importer’s certification consultant in Almaty or Moscow assembles the TR CU 010 declaration of conformity, registers it, and uses it to clear customs. Costs for that declaration of conformity registration through a Kazakh or Russian accredited body for a single used unit typically run between 250 and 700 US dollars depending on the body and the depth of the technical file, processed in five to fifteen working days. Sources for those ranges can be checked directly with Kazakh accredited certification bodies listed in the National Accreditation Centre register, or against the Russian accredited bodies register maintained by Rosakkreditatsiya.
This split — Chinese seller delivers inputs, EAEU importer registers the conformity declaration — is the single most important structural fact a buyer needs to internalise. We will return to it when we look at the document packages.
What the Chinese seller has to deliver — and how to recognise a real package
The Chinese-side document package for a used mini excavator into the EAEU has six core items. None of them are exotic, but all six must arrive together, accurate, and in legible scanned copies before the container leaves the yard. Demanding the package in advance — and refusing to release the deposit until it lands — is the single highest-leverage protection a buyer has against the kinds of surprises that turn a 25-day clearance into a 90-day clearance.
The commercial invoice. Standard export commercial invoice from the Chinese exporter, on company letterhead, showing the EAEU importer as the consignee, the agreed FOB or CIF terms, the machine specifications, the agreed price in USD, and the HS code. For used mini excavators the HS code is typically 8429.52.0000 (mechanical shovels, excavators and shovel loaders — self-propelled track-laying — other). Wrong HS codes at the customs declaration stage are one of the more common avoidable delays — the broker should re-verify against the EAEU’s Common Customs Tariff classification before submission.
The packing list. Itemises the container contents — the machine, any included buckets or thumbs, any spare parts shipped alongside, the lashing materials. Should match the commercial invoice value composition.
The bill of lading or rail consignment note. For Qingdao-to-Almaty by sea-and-rail the document chain is typically a maritime bill of lading from Qingdao to a Chinese inland rail terminal, then a CIM/SMGS rail consignment note for the rail leg. For Qingdao-to-Moscow the most common contemporary routing is rail through Kazakhstan or through Mongolia and Russia under the SMGS rail convention.
The chassis and engine identification documentation. Photographs of the original chassis manufacturer’s plate (showing VIN / PIN, year of manufacture, country of manufacture, machine model), the original engine plate (showing engine model, engine serial number, manufacturer), and the engine emissions plate (showing the original emissions certification — for a Japanese-domestic-market machine, the Japanese certification text including “Special Specified Motor Vehicle” (特定特殊自動車) and the 2014 emissions basis year; for a former-EU-spec machine, the EU Type Approval Number; for a Chinese-domestic-spec new machine, the China Stage IV or Stage V approval reference). The EAEU importer’s certification consultant will need the engine specification chain to complete the TR CU 010 technical file.
The Japanese auction sheet, if the machine is JDM-origin. This is the single highest-value verification document a buyer can secure. The Japanese export auction system — JAA, ZIPangu, USS, HAA Kobe and others — produces a printed auction sheet for every machine sold, recording the year of manufacture, hour meter reading at auction, condition rating, equipment list and the auction house’s inspection notes. A photocopy of the original auction sheet, with the auction lot number visible, lets the EAEU importer’s broker cross-reference the machine on the auction-house’s public-facing historical records and confirm the year and hours independently. For a 2018-or-later JDM machine, the absence of an auction sheet is a meaningful warning sign — somewhere in the chain, someone is concealing something.
The Chinese export customs declaration. When the machine clears Chinese export customs, the Chinese exporter files an export declaration with China Customs. A copy of that declaration, with the declaration number visible, lets the EAEU importer confirm the machine actually left China through formal channels and was not diverted from a domestic Chinese listing. Chinese export declarations can be cross-verified through the China Customs unified service hotline at 12360 and through the Single Window for International Trade portal.
A complete six-document package, requested upfront and delivered before vessel sailing, is the single best predictor of a smooth EAEU clearance.

What the EAEU importer has to handle — on their own side
The EAEU-side document package is where the TR CU 010 declaration of conformity actually gets assembled. Three components matter most.
The TR CU 010/2011 declaration of conformity. Prepared by an accredited certification body — in Kazakhstan, registered with the National Accreditation Centre (НЦА / NCA); in Russia, with Rosakkreditatsiya (Росаккредитация). The body takes the Chinese-side technical inputs, drafts the declaration, registers it in the unified EAEU register, and issues the registered declaration to the importer. Registered declarations are publicly searchable through the unified EAEU register of certificates and declarations. For a used mini excavator from a reputable origin, the registration process is procedural rather than investigative — fifteen working days is a realistic outside boundary, seven days a typical reality.
The customs declaration (GTD). Submitted to the customs authority of the importing state — Государственная таможенная декларация in Russian, with the contemporary form being the unified EAEU declaration. Submitted by a licensed customs broker on the importer’s behalf. Cleared against the commercial invoice value (with adjustments where customs authorities consider the declared value insufficient against reference databases) and the applicable EAEU common customs tariff.
Import customs duty and value-added tax payment. EAEU common external tariff for used mini excavators under HS 8429.52 is currently five percent ad valorem. National value-added tax applies on top — twelve percent in Kazakhstan, twenty percent in Russia, twenty percent in Belarus, twenty percent in Armenia, twelve percent in Kyrgyzstan. The tax base is the customs value plus duty plus any excises plus the broker and clearance fees. Both duty and VAT can be checked at the line-item level against the EAEU Commission’s customs tariff database and against each member-state’s national tax administration — for Kazakhstan, the State Revenue Committee of the Ministry of Finance.
The importer’s role here is operational, not interpretive — once the certification consultant has produced the declaration of conformity and the broker has the Chinese-side documents, the rest is process. Where things slow down is upstream — incomplete Chinese-side packages, unclear engine specifications, missing auction sheets — and downstream, on physical inspection of the machine on arrival.
Kazakhstan and Russia — same framework, different texture
The EAEU framework binds all five member states to the same technical regulations. In daily implementation, the two largest used-machinery import markets — Kazakhstan and Russia — diverge in three texture-of-enforcement ways that materially affect timelines and costs.
Kazakhstan runs more flexibly on used-machinery imports. Kazakh customs and the accredited certification bodies have processed high volumes of used Japanese and Chinese construction machinery for over a decade. The case work is familiar, the broker community in Almaty and Astana has standard playbooks for the common scenarios. Realistic timelines from container arrival at Altynkol or Khorgos to delivery in a Kazakh yard run twenty-two to thirty-five days with a complete document package, fifty to ninety days when something material is missing.
Russia tightened materially after 2022. Sanctions-related compliance burdens, increased customs scrutiny of EAEU transit volumes (to police EU-sanctions evasion through re-export), and a broader hardening of customs administration have lengthened Russian clearance timelines. Document checks are more thorough; valuation challenges more frequent; broker fees have risen. A machine that cleared Vladivostok or Moscow in thirty days in 2021 commonly takes forty-five to seventy-five days in 2026. None of this prevents the trade — it raises working-capital cost and the importance of a clean document package upfront.
Customs valuation is the most common point of friction in both markets. EAEU customs maintain reference price databases for used construction equipment by make, model, year and tonnage. If the declared commercial invoice value falls materially below reference, customs will challenge it and assess duty against the higher reference value — the importer can defend the lower value with auction sheets, comparable transactions, and condition reports. For Kazakh imports this adds two to five working days. For Russian imports post-2022, valuation challenges run longer. The practical implication: pricing a machine far below the secondary market for that model and year invites disputes that erase the discount on broker fees and demurrage.
For a buyer importing into Russia specifically, some routings under sanctions pressure require additional end-use compliance documentation, particularly for machines with significant European or US-content components. For pure construction equipment from a Japanese-or-Chinese-origin manufacturer, this is rarely a binding constraint, but it is a question to clear with the broker before shipment.
The real timeline and cost — Qingdao to Almaty, worked example
The numbers below describe a realistic 2026 routing for a single 2022-2024 used 2.5-ton mini excavator shipped from a Qingdao yard to a buyer in Almaty, Kazakhstan. The figures are drawn from publicly quoted rail-freight prices.
Origin processing — Qingdao. Container booking, drayage to the Qingdao rail terminal, Chinese export customs declaration, container stuffing and sealing. Three to five working days. Cost bundled into the freight quote.
Rail freight — Qingdao to Almaty. Forty-foot high-cube, rail through Khorgos, currently quoted at 6,500 to 6,780 USD per 40HQ on the Qingdao-to-Almaty corridor, transit twenty to twenty-five days. Pricing references: Goodhope Freight’s Kazakhstan rail price page and Cube Logistics’ 2024-25 rail freight rate publication. For comparison, Qingdao-Astana 40HQ runs around 5,850 USD in fifteen to eighteen days; Qingdao-Tashkent around 8,500 USD in roughly eleven days through Khorgos.
Per-machine freight share. A 2.5-ton mini excavator alone in a 40HQ runs roughly 6,500 USD in freight on Qingdao-Almaty. Two 1.5-ton units consolidated in a 40HQ runs roughly 3,250 USD per unit. Economics tilt toward consolidation where sizes permit.
EAC declaration of conformity — Kazakh side. Engaged with the Kazakh certification consultant typically a week before the container arrives — once chassis and engine documentation are confirmed from the Chinese side. Drafting, registration in the unified EAEU register, issuance. Five to fifteen working days, 250 to 700 USD typical range.
Customs clearance at Altynkol — Kazakh side. Container arrival at terminal, presentation to customs, valuation review, payment of duty (five percent of customs value under HS 8429.52) and Kazakh VAT (twelve percent of duty-inclusive customs value), broker fees (typical 400 to 800 USD for a single-machine clearance through an Almaty broker). With a complete package and no valuation dispute, three to seven working days from container availability at terminal to release.
Inland delivery — Altynkol to buyer’s yard. Typical 100 to 300 USD for a flatbed truck within Almaty city or to nearby industrial parks; substantially more for delivery to Astana, Shymkent or beyond.
Worked total for a typical 2.5-ton JDM Yanmar VIO27 or Kubota U27 used import to an Almaty buyer in 2026:

End-to-end Qingdao-to-Almaty with a complete documentation package: twenty-two to thirty-five days. With documentation gaps remediated mid-process: fifty to ninety days, the bulk of that delay sitting on a broker waiting for missing Chinese-side documents.
The fifty-to-ninety-day version is not a rare bad-luck outcome. It is what happens routinely when a Chinese seller delivers a partial document package after sailing — a problem entirely solvable by demanding the complete six-document package before sailing.

Six common rejection patterns and how to dodge them
EAEU rejections of used construction equipment imports fall into a small number of recurring patterns. None are mysterious. All are visible upstream and avoidable with document discipline before the container leaves China.
Wrong HS code on the export commercial invoice. A used Kubota mini excavator declared under 8429.59 instead of 8429.52 triggers a tariff reclassification and a multi-day delay while the broker corrects the entry. The fix is upstream — the Chinese exporter and the EAEU broker should agree the HS code before the invoice is issued.
Missing or mismatched chassis and engine plate documentation. A machine arrives with photographs of the chassis plate but no engine plate photograph, or with an engine plate that does not match the engine model declared on the technical inputs to the certification body. The Kazakh or Russian certification consultant cannot finalise the TR CU 010 declaration of conformity. The container sits at terminal accumulating demurrage while the photographs are chased from the Chinese yard.
Auction sheet absent for a JDM-origin machine. A 2020 Yanmar VIO arrives without a Japanese auction sheet copy. The Kazakh broker accepts the case but the customs valuation reviewer challenges the declared year of manufacture (lacking auction-house verification of the year), assessing duty on the higher reference value for a notional newer year. The buyer absorbs the difference or files a defence supported by other documentation.
Customs value declared materially below reference. A buyer prices the machine at 12,000 USD against a customs reference for that model and year of 22,000 USD. Customs assesses duty on 22,000 USD. The buyer’s apparent saving on the invoice value evaporates against the duty assessment.
Engine plate emissions text inconsistent with the machine’s claimed origin. A machine sold as a 2019 JDM Kubota arrives with an engine plate showing China Stage IV emissions text rather than the Japanese “Special Specified Motor Vehicle / 2014 emissions basis year” text (特定特殊自動車 / 2014 年基準 in the original). The Kazakh customs reviewer flags the discrepancy. The Chinese seller’s representation of the machine’s origin is exposed. The case becomes either a renegotiation or a refusal.
Each is a documentation discipline problem visible before the container sails — solvable by asking the right questions of the Chinese seller, demanding scanned documentation upfront, and refusing to release the deposit until the package is complete and consistent.
The six-step EAC clearance checklist
For a buyer importing a used mini excavator from China into Kazakhstan, Russia or another EAEU destination, the six-step checklist below is the simplest reliable shape for the document process. Each step has a person responsible and a clear gating criterion before the next step proceeds.
Step one — agree the technical and commercial specification with the Chinese seller. Machine make, model, year, hours, chassis serial number, engine model, engine serial number, original emissions certification, condition rating, included accessories, FOB price. Reduce to a written specification sheet.
Step two — demand the six-document Chinese-side package upfront, scanned, in full. Commercial invoice draft, packing list draft, chassis plate photograph, engine plate photograph, engine emissions plate photograph, original Japanese auction sheet (if JDM-origin), Chinese export customs declaration (or commitment to provide before sailing). Do not release deposit until the package is in hand.
Step three — engage the EAEU-side certification consultant and customs broker. Forward the technical inputs and the chassis-and-engine documentation to the Kazakh or Russian certification body. Begin the TR CU 010/2011 declaration of conformity drafting in parallel with the container sailing — not after arrival.
Step four — confirm the HS code and pre-calculate landed cost. Agree HS code with the broker against the EAEU common external tariff. Calculate expected customs duty (5 percent under HS 8429.52), national VAT (12 percent Kazakh, 20 percent Russian), broker fees and inland delivery. Forecast working-capital requirement.
Step five — receive container, present to customs with complete package. Container arrives at Altynkol, Khorgos, Vladivostok or Moscow region. Broker presents the EAC declaration of conformity (now registered), the commercial invoice, the packing list, the bill of lading or rail consignment note, the technical documentation. Customs reviews valuation, assesses duty and VAT, releases on payment.
Step six — inland delivery, machine acceptance inspection at buyer’s yard. Flatbed delivery to buyer’s site. On-arrival inspection by the buyer against the original specification sheet — chassis serial number, engine serial number, hour meter reading, condition. Any discrepancies documented immediately, in writing, against the Chinese seller’s representations. Final acceptance, payment of balance to seller.
The six-step process is what disciplines a reliable twenty-two-to-thirty-five-day Qingdao-Almaty timeline. It is also what protects the buyer’s working capital from sitting in a container at terminal while a missing engine plate photograph is chased across two continents.
A note on what EAC is not
EAC is not a quality guarantee. The TR CU 010/2011 declaration of conformity confirms the machine meets the regulation’s safety requirements at the time of import. It does not certify the year of manufacture (the auction sheet does that), hour meter accuracy (only ECU verification does that), or the absence of repaints, swapped components, or undisclosed prior accident damage (only physical inspection on arrival does that).
A clean EAC declaration of conformity means the machine has cleared the regulatory threshold to enter the EAEU market. Whether it is a good machine is a separate question — answered by chassis plate authenticity, engine plate authenticity, auction sheet content, paintwork condition, ECU hour reading, and the rest of what the upstream verification framework for used Japanese-and-Chinese-built machines addresses.
For an EAEU buyer who treats EAC clearance as the floor and applies the full upstream verification discipline to the machine itself, the EAEU pathway is the most reliable, most cost-effective, fastest-clearing destination on the planet for a used mini excavator from China. For an EAEU buyer who treats EAC clearance as the ceiling — assuming a customs-cleared machine is a verified machine — the pathway becomes the same trap it was in 2010. The framework gives you the door. The discipline gives you the machine.
